United Baltic Duchy Grammer fixes #1498

Explanation of the issue: Playing through the United Baltic Duchy there were a couple events that could have grammar changes.

For eventID=balticduchy.6 , the phrase "Ducal Government" should be changed to "The Ducal Government".

For eventID=balticduchy.171, the phrase, "The new parliament elections are coming" should be changed to "The new parliamentary elections are coming"
