AST - Revise "The Maori Act" focus name and text #15077

Quick questions HOI4 version: 1.10.5 Kaiserreich version: 0.17.1

Describe the change you would like: Please look into replacing the Democratic Australasia focus 'The Maori Act' and the associated event (a scenario where the player chooses to either incorporate New Zealand's Treaty of Waitangi into Australasian law to protect Maori land rights or to instead seize Maori land and use it for industry) with something about New Zealand's status within Australasia (whether it should get to stay an autonomous region with its own government or whether it should be completely incorporated into the state).

Explain the reasoning behind this change: The scenario in the present game doesn't fit the time period; the New Zealand government in OTL was already quietly pushing Maori to sell their land to them (the land in question was largely farmland and only amounted to around 9% of the North Island in the 1930s) and the Treaty of Waitangi didn't become important in the eyes of the government (which was quietly ignoring it) until the 1960s...the in-game claim that "the people of New Zealand are largely opposed to these proposals" isn't realistic. However, what would be realistic and require only text updates would be the people of New Zealand being opposed to losing their existing legal systems in favour of a forced closer union with Australasia, given that the present lore suggests New Zealand wasn't entirely a fan of the idea of forming a confederation... Additional context or comments: A chunk of the text used in these events comes from the "Maori Affairs Act" from the vanilla New Zealand tree in HOI4, which is poorly researched to begin with and which I suspect threw off the original modder for Australasia. In vanilla, the Maori Affairs Act focus becomes available after completing the "First Labour Government" and "Ratana Alliance" focuses, representing the aftermath of Labour's victory in 1935 and their long-standing alliance with a Maori political movement with the goal (among other things) of addressing past injustices...but the real Maori Affairs Act wasn't passed until 1953, and by the opposing First National Government (SocCon to Labour's SocDem), meaning it doesn't actually fit in this particular scenario at all.

@AMCAlmaron Do you have an alternate suggestion for what the text should be? Because you've gone a large distance here to tell us that it all doesn't make sense without offering an alternative other than "the people of New Zealand being opposed to losing their existing legal systems in favour of a forced closer union with Australasia" -- which would be a very different event, indeed.

I've got several, but they all hinge on certain details of Australasia's lore...for instance, the opening event mentions that the suspension of elections also "led to the dissolving of the autonomy of the separate New Zealand Parliament", but it's unclear whether this parliament has been restored by the 1939 elections. If that's the case, the event could be phrased as the Confederal Government (or at least some Australasian MPs) seeking to pass some new law to let them intervene in New Zealand for the greater good of the country and seize unproductive land in general (or potentially it being spurred by the Labour Party and some Ratana MPs coming to power as in OTL and potentially clashing with the Australasian Government on policies, meaning some are considering passing a law to override them lest they cause trouble), but if it isn't, it could be phrased as Australasian MPs considering merging the New Zealand Parliament into Australasia's in an attempt to tie their two nations together and prevent New Zealand slipping away after the war (plus it could reference Australia's prior efforts to get New Zealand to merge with them, such as the 1901 Constitution having a space for New Zealand, and the Commonwealth Franchise Act of 1902 giving Maori the right to vote in several states)...

In either scenario, though, the basic idea is the same; Australasia's confederal government is wanting to pass a law overriding the authority of the autonomous governments in order to get access to land or resources or whatever, and the player decides either to do this or to guarantee their local authority to keep them from slipping away. I figured this the simplest way to preserve the core part of the original focus, as the Treaty of Waitangi element requires...well, basically for something to have kickstarted the Maori protest movement thirty years earlier, which would require lots of new lore (what spurred it, which politicians were involved, who did what, etc).

So... you want to get rid of the Maori aspect of the focus/event completely? If that's the case, then no - I'm not really interested in redoing this to be solely about New Zealand's political independence. There's some talk about work on NZL specifically, so addressing this can wait until then.
