MON - Decisions to get your claims #15602

Describe the specific change you would like: Simply put, a set of decisions for mongolia to act on her pan mongol claims, or a national spirit that reduces the war goal justification world tension limit.

Explain the reasoning behind this actionable change: in the current version, after winning the northwest war, mongolia can do pretty much nothing at all up until the 2WK starts and then you justify to get your xinjiang claims and if youre really lucky you get chahar or that other claim whos name i forgot. Also the decision to "intervene" in the war south to the qing and other countries only appear when also japan joined, and by that point any of your claims have most likely been occupied by Fengtian so its useless to even try. This would be a huge QOL change for mongolia and would give it more of an impactful existence.
