SIA - Idea for rework focus "Industrial Mobilisation Plan" #15756

Describe the specific change you would like:

This focus is talking about when country go to war, the government will temporary seize control of private company in country. This will make some people unhappy but increase chance to win the war. Effect of this focus will replace "Weapon Standardisation Programme" aka. Army Reorganisation focus -3% stability +5% war support +5% production efficiency cap +10% factory output

I think it not make sense in case of government temporary control key industries because of war but the effect is permanent. Here my idea for rework

  1. The effect that are permanent will be +5% factory output +5% production efficiency cap
  2. This focus will become "toggle decision" which it will look like Manchukuo focus in vanilla. It require 50-75 PP to toggle and country must be in wartime, the effects are -5% stability +5% war support +10% factory output Convert 3-5 Civ into Mil (because government seize private company and make it to making weapons for the state) or + 5-10% consumption good and + temporary 3-5 Mil when end of war or toggle this to stop it will automatic convert back factory as well as effect that I mentioned before.
