ETS & KUM (Hoja Niyaz path) - Should be "Independent" instead of "Unaligned" on the alignment chart #15860

The implication seems to be that, while the immediate leadership of both "independent" and "unaligned" tags does not formally support any Chinese government, the latter still consider themselves a part of China and the former do not.

East Turkestan always makes a formal declaration of independence (represented via a focus) if they defeat Xinjiang Clique and Kumul Khanate, and all of ETS political path focus on building an independent Uighur state. Given that none of the "legitimate" Chinese governments have the capacity for immediate intervention, it seems reasonable to afford ETS the same status as MON or TIB.

Hoja Niyaz' regime in KUM has a more vague in-game explanation, but renaming of KUM into "Uighur Republic" and the fact that Hoja Niyaz was OTL president of First East Turkestan Republic likewise suggest that he claims independence and does not have an interest in Chinese politics like Fan Yaonan or Ma Zhongying do. In this case, there are three options: 1) Changing Hoja Niyaz' KUM from "Unaligned" to "Independent", or 2) Changing the name of the country from "Uighur Republic" to "Uighur Autonomy" (suggesting that it would stay an autonomous region within China, similar to KUM or ALO status at game start), or 3) Implementing both 1) and 2) depending on whether the player chooses, respectively, "Autonomy In Vogue" or "Chinese Integration" focus in the economical branch.
