Were you in multiplayer? No
Which expansions do you NOT have? I have all expansions
Explanation of the issue:
I play as Left Kuomintang and try to align Yunnan under right-Kuomintang. At first they refuse and after that I'm not sure what happened but it look like it bugged. Yunnan somehow become my puppet then I check their stats and in Intel Ledger say it has 8 ministers so I switch tag to Yunnan it's only has 4 ministers
