Mixed up civil wars when using civil war tags #1627

Explanation of the issue: So the socialists win the Civil war in Greece, then when Ukraine has it's own socialist civil war, the Greeks declare war on the socialists.

Quick questions:

OS: Windows 10 HoI4 version: 1.5.4 Kaiserreich version: 0.7 Using Steam? Yes Were you in multiplayer? No List other mods used (including KR Music mod): None Have you changed any files, outside of mods used? No Which DLC expansions do you NOT have? I have all DLC

Steps to reproduce:

  1. Have Greece win the balkan war.

  2. Have the civil war start in Greece and have the socialists win

  3. Have Ukraine have a socialist civil war

@roparex This issue cannot be fixed, not without getting rid of all instances of the vanilla civil war system. What's happened is Greece had a civil war where the revolter won... and the way that works is the dynamic civil war tag is annexed and events changed GRE into socialist greece. Apparently the game doesn't like that, and the D01 civil war tag still "thinks" its socialist Greece even though it's now been called up for use in the Ukraine.

There is, insofar as I know, no real way to fix that without tossing out the entire vanilla civil war system and using separate tags for all revolters. Hence why the bug had been sitting around for some time.
