The 'Montenegrin Autonomy' modifier is not adding on 'Kotor' after completing the national focus that despite 'Kotor' is owned by SER and state cored by 'Montenegro'.
Additional context or comments:
And also, the 'Montenegrin Autonomy' modifier should be added on 'Kotor' if the 'Kotor' state is not owned by SER, but the modifier will not be appearing and modifying the state unless SER owns 'Kotor'.
