Explanation of the issue:
The decision "Mines and Mills" for Latvia is available from the get go, despite it being apparently unlocked via the Authdem/PatAut exclusive focus "Bogs Into Ploughshares" .
The decision "Oil From Peat" does need to be unlocked though, and is unavailable to the other paths.
This not only means the decision is always available, but that you can also do it as Iskolat Republic.
