SER - 'The Montenegrin Experiment' focus has no requirement of SER owning Montenegro state #17189

Quick questions OS: Windows 10 HOI4 version: 1.10.8 Kaiserreich version: Master List any other mods used: Kaiserreich Models Dev Build Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? No. I have all of them

Explanation of the issue: If BUL defeats SocLib SER and makes peace with SER to allow SER to remain independent but losing the Montenegro state and MNT becomes free, SocLib SER can do 'The Montenegrin Experiment' focus despite not owning the Montenegro state.
