Despite choosing to deescalate the Monte Cristi Affair via diplomacy, the “Dominican Border Clashes” national spirit remains and events keep popping up to increase corruption.

Steps to reproduce:

1. Secure Calixte’s election without a civil war breaking out.
2. Join the Third Internationale after ACW breaks out.
3. Take every opportunity to keep army corruption below 50%.

Possible cause:

Dominican AI seems to have never finished its political focus tree? It's gone several months without selecting a fresh option.
