Quick questions OS: Windows 10 HOI4 version: 1.10.8 Kaiserreich version: Master List any other mods used: Kaiserreich Models Dev Build Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? No. I have all of them

Explanation of the issue: The '51 voters for New Agreement needed' is on decision effect. It should be put on the Decision's 'Prerequisites:'.
