Explanation of the issue:
After conquering Burma, I wanted to do the focus "Our Claims in Siam", but couldn't start it because it requires you to core the Upper Shan state, which I can't do (didn't get any decisions or events to core the state).
Steps to reproduce:
Conquer Burma as Yunnan after completing the focus "The 'Yellow Book' Affair"
Possible cause:
Missing decision to integrate the province?
