Give Estonia the Generic Tank Company tank designer ( generic_tank_company ) many minor nations have.
Explain the reasoning behind this actionable change:
At the moment, Estonia has no Tank Designer.
Despite not being a Tank-Friendly nation, I feel it could still be interesting for Estonia to have the choice to get one as a late game PP expenditure; or to make better use of their 2x 100% Tank Research they get via "Study Tank Design" Focus (Plus, it could be a neat extra with the upcoming NSB Tank Designer).
I don't know I guess it stood out to me as it's the only designer slot of theirs without any option.
