SZC - Invalid Character #18360

Explanation of the issue: Likely related to issue #18359 The game can't find the character to promote

Steps to reproduce:

  1. Have the civil war fire for GXC that kills chen

  2. Then go federalist as SZC

Possible cause: I believe Chen was retired and thus was no longer around to become Sichuans leader
