GXC - Federalist intervention breaks North-West #18616

Quick questions OS: Windows 10 HOI4 version: 1.11.5 Kaiserreich version: 0.20 List any other mods used: - Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? I have all the major ones

Explanation of the issue:

In 1937 Federalist GXC proclaimed Guangzhou Federal Government and formed a faction, to which Hunan and Yunnan immediately joined. However, they were also joined by the Ma Clique and Xinjiang Clique, both of which were going through the North-Western Wars against Mongolia & Tibet and Kumul & East Turkestan respectively. This led to the entire Federalist alliance interveneing in this war on their behalf in 1937.

Steps to reproduce:

  1. Federalist GXC, Federalist-aligned Hunan, Yunnan.

  2. Ma Lin rules in the Ma Clique, Sheng Shicai in Xinjiang.

  3. GXC proclaims Guangzhou Federal Government as North-Western Wars are still going.

Possible cause:

No checks on the state of Xinjiang and Ma when it is decided whether they will attend the fed conference, I assume
