CAN, POR, RAJ - Add AI Strategy to Dominion of Canada and Portugal #18727

Quick questions HOI4 version: 1.11.5 open_beta Kaiserreich version: 0.20

Describe the specific change you would like: Uncomment the code in the ai_strategy/Entente.txt and ai_strategy/Portugal.txt files so the Entente AI can play decently.

Explain the reasoning behind this actionable change: I've noticed how Canada doesn't play to its strength when it goes to war with UoB, moving troops elsewhere when war breaks down.

Canada's decision that starts the war on UoB, CAN_attack_uob, doesn't set strategies other than prepare_for_war, so the AI will still do stupid things like helping RAJ against HND.

In the files, there's AI Strategy for invading, CAN_prepare_home_isles_invasion1 and CAN_prepare_home_isles_invasion2.

Same goes for Portugal, who has AI Strategy to fight MAF commented out.

Should be fixed by the ongoing AI overhaul work coming with 0.21.
