USA: Still have case where Civil War avoided with Jack Reed as President #1883

I was playing as Canada when I noticed the USA (Jack Reed) had not started a Civil War in late 1937. I switched to the US and saw they had done all the focuses in the the Jack Reed chain and has stopped.

I checked my saved game and here is what the issue appears to be.

The chain for the Southern Trade Unions ended with Reed backing off in ustates.68 (This is a dangerous proposition).

The chain for blockading California triggered, the blockade failed and the US chose to end the blockade, which cleared the REED_NAT_OIL flag but did not set the REED_NAT_NO_OIL flag on ustates.64 (This can also occur on ustates.65)

As a result, the fallback event for the civil war (ustates.79) never triggers.

this should be fixed with the rework in the next major release
