YUN/GXC - event target UPC_leader doesn't seem to work #18860

The following block of code didn't seem to work for me in a test run of Yunnan for whatever reason and I had the choice to go isolationist while I was in fed GXC's faction via the event. I could also do the federalist option as the flag requiring it had long since been set up. I could "fix" this bug by simply bypassing the focus because it is redundant anyway but the issue stays that the event trigger doesn't seem to work. As idk how UPC_leader is defined I'll leave this to its creator (who will fix it faster than I will have time to take a detailed look anyway). the futuuuure
