Explanation of the issue:
While complete the focus,CHI_secure_northwest, in that time,the SIK's country leader is Sheng Shicai, the focus's effect is activate_targeted_decision = { target = SIK decision = CHI_dec_negotiate_with_SIK }
But, later, the country leader becomes Ma Shaowu, You couldn't use the decision, CHI_dec_negotiate_with_SIK .
because you can't use the decision, CHI_dec_negotiate_with_SIK . you can't even activate_targeted_decision = { target = SIK decision = CHI_dec_xinjiang_expedition} by SIK refusing LKMT's order.
Meanwhile, because the country leader was Sheng Shicai just now, you couldn't activate_targeted_decision = { target = SIK decision = CHI_dec_xinjiang_expedition} by focus, too.
solution:
1、while the SIK country leader becomes Ma Shaowu,please check whether the LKMT has completed the fousc,CHI_secure_northwest. when it is ture,activate_targeted_decision = { target = SIK decision = CHI_dec_xinjiang_expedition}
2、while complete the focus,CHI_secure_northwest, in that time,the SIK's country leader is Ma Shaowu. Please also activate_targeted_decision = { target = SIK decision = CHI_dec_xinjiang_expedition}
