JAP - Allow for investment in late joiners of the economic sphere #19218

Quick questions HOI4 version: 1.11.7 Kaiserreich version: 20.1

Describe the specific change you would like: Make it so the decisions for Japan to infiltrate the economies of Prosperity Sphere members also appear for members who were not in Japans economic sphere when the "Integrate Asian Economies" focus (the one right after Osaka Economic Bureau) was taken.

Explain the reasoning behind this actionable change: I don't see why you shouldn't be able to invest in late joiners of the economic sphere. As Japan I often have way to much politicla power, and thus having something to spend it on would be nice.

Additional context or comments: DISCLAIMER: I asked if this was a bug on #ask_a_dev and got no answer, so here I go.

This actually was a bug, but is fixed now
