LEC - The LEC AI never clicks the decision "Recognise an American Government" leading to USA maintaining the legations bonus forever #20241

Quick questions OS: Windows 10 HOI4 version: Current Kaiserreich version: Current List any other mods used: KR submods Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? None

Explanation of the issue: The Legations Cities never seems to click on the Recognize an American Government decision, which is meant to make every USA faction just an observer on the council. This also is supposed to be the setup for granting the legations bonus back post war. Since this decision is never clicked by the AI though, it just ends up timing out and the US maintains it forever.

An easy fix should be just making the decision free, or making it into an automatic event/increasing AI weight towards taking the decision.

Steps to reproduce:

  1. Wait for the 2ACW to start (preferably the 4 way)

  2. Wait and see if LEC ever takes the "Recognize an American Government" decision.

Possible cause: The decision costs 25 political power to take, so maybe the LEC ends up in a PP deficit and then always chooses not to click the decision.

In the time since I've made this report, I did an observer game as the LEC to confirm my suspicions, and I appear to have been right. The recent advisor update in particular seems to be the main culprit behind this happening. The gangster advisors that LEC starts with cripple its PP income, making it unable to take both the high commissioner decision as well as the American government decision. The former has a failsafe, where either the Germans or Japanese trigger article 14, and then the leadership event is given directly after which allows for leadership change in the city. The latter has no event, which is the cause of this issue.

A few days later, the high commissioner decision has expired. This automatically puts either the Germans or Japanese in charge of the cities (which explains why I've been seeing both of them more often) image

A few days later the American decision also times out, locking out everyone but the USA tag from the legations bonus (unless they conquer it) image

I know observer mode causes some weird things, but I've yet to see the USA not have the legations buff in all my games so far.

LEC received pp gain buff, the decision Recognise an American Government now has higher prio for AI, also the priority of some not-so-important decisions (AST planes and JAP tanks purchase) has been reduced. All this combined should make LEC be able to take its "Legation Council" decisions more often. Thanks for the report!
