FNG - Cannot get claims when annexing tibet #20388

Quick questions OS: Windows HOI4 version: 1.11.12 Kaiserreich version: 21.3 List any other mods used: Strategic View adjustments Were you using Steam? yes Were you in multiplayer? no Which expansions do you NOT have? none

Explanation of the issue: Fengtian is unable to claim tibet in the annexation event like the other chinese unifiers. (Apparently also applies to Xinjiang and Mongolia)

Steps to reproduce:

  1. Play as fengtian and annex tibet/mongolia/xinjiang

Possible cause: Oversight? or WAD
