FOP - Decision to build infrastructure whereas it is already at maximum #20522

Quick questions OS: Windows 10 HOI4 version: 1.11.9 Kaiserreich version: 0.21.3 List any other mods used: Kaiserreich Traduction Francophone Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? Battle For Bosphorus, No Step Back

Explanation of the issue:

I can take a decision to increase the infrastructure level at Chubut whereas it is already at the maximum.

Steps to reproduce:

  1. Build one infrastructure level in Chubut with industry AND win the war against Argentina

  2. Take the focus Resource Exploitation Scheme and then take the decision to increase infrastructure in Chubut one time

  3. You now have 5/5 infrasturcture in Chubut but still a decision to increase it

Possible cause:

The decisions to increase the infrastructure don't check the infrastructure is already at maximum.
