Kemalist Turkey should have an option to remain neutral #20961

In OTL,Kemalist Turkey both under Kemal and Ismet preferred to pursue a neutral foreign policy and in game Kemalist Turkey has only two options when controlled by ai,either joining the Reichspakt or Belgrade Pact.Since it's the ai,it will choose to join a faction everytime and this makes sense since a victorious Russia will possibly invade Turkey.But in a German victory scenario they don't necesserly need to join a faction and considering a neutralilty would be preferred by Kemalist OTL as well ,a neutrality option should be added in my opinion.Of course this might be seen unnecessery but I thought there would be no harm suggesting it anyway. :)

Thank you for the recommendation, this has been implemented in the internal build, and will be in the next release.
