RUS - Custom path not working #21064

Quick questions OS: Win 10 HOI4 version: 1.12.3 Kaiserreich version: 0.22.2 List any other mods used: no Were you using Steam? yes Were you in multiplayer? no Which expansions do you NOT have? Sabaton vol.2, Allied Speaches

Explanation of the issue: Selecting RUS to go with Shlyapnikov set her to select Tsereteli instead

Steps to reproduce:

  1. Set game rule to Revolution in aftermath of the assassination
  2. Wait until Apr-Jul '36
  3. Observe SD RUS

Possible cause: Setting Foreign Policy of RUS, instead of applying said policy to SOV, blocks Shlyapnikov
