OTT - Change OTT UI description of the Kars state (1000) to justify ARM core #21132

Describe the specific change you would like: A change in the description of the Kars state (OTT_Population_Kars and OTT_Population_Kars_desc). I suppose it is also a very minor lore tweak suggestion.

My suggestion would be that many of those Armenians who survived being deported to Syria were moved to Kars to avoid them returning to Anatolia to reclaim properties from those who had seized them during the genocide and thus upsetting those regions further, whilst also not wanting to allow the population of Armenia proper to grow large enough to stand a chance at throwing off Ottoman rule in a localized revolt.

I'm not particularly wedded to that particular explanation though, I'd just like the ARM core to make sense.

Explain the reasoning behind this actionable change: At present the Kars state (1000) is an ARM core. This is despite the description of the state in the unique Ottoman UI describing the Armenian population as being "reduced to the single digits". This doesn't make much sense.

That or have it as a claim rather than a core.
