FRA - The annexation event for Germany doesn't fire #21172

Quick questions OS: Windows 10 HOI4 version: Latest Kaiserreich version: Latest List any other mods used: Modifier Icons, Colored Buttons Updated, Strategic View Adjustments Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? I have them all.

Explanation of the issue: After annexing GER as FRA, the "Fate of Germany" decision doesn't show up. I've tried giving the land to ENG during the peace conference and it worked just fine.

Steps to reproduce:

  1. Annex GER as FRA. Doing it via console commands seems to reproduce the bug as well.
