Explanation of the issue:
National Spirit "Profits of the UFC" fails to stack, and instead replaces itself each time, so the -% to consumer goods never increases, sometimes decreasing, if it's only meant to add -1% instead of -2%.
Steps to reproduce:
Play Costa Rica, go down UFC bailout
Use UFC Convoy decisions
Possible cause:
Improper coding of focus tree file.
