Explanation of the issue:
"Long Yun's Clique" Path isn't eligible, even when he is in power. After him winning the Civil War and taking power, that path should be able to be selected, but it isn't
Steps to reproduce:
Play as Yunnan Clique
Purge the military and then suffer a coup
Make Long Yun win the Civil War
Try to select "Long Yun's Clique" Path on the focus tree (you can't)
