LEP, ANQ - Cannot give Hunan and Liangguang to Nanjing and Anqing by annexation decisions #21459

Quick questions OS: windows 10 HOI4 version: 1.12.7 Kaiserreich version: 0.23.1 List any other mods used: cosmetic only Were you using Steam? yes Were you in multiplayer? no Which expansions do you NOT have? cosmetic only

Explanation of the issue: Annexation decisions from fate of china does not allow LEP or ANQ to be given Liangguang or Hunan despite having claims on it and being a part of the former league, the land can only be given to fengtian and qing

Steps to reproduce:

  1. play as any tag

  2. annex liangguang and hunan

  3. observe

Other info:

Possible cause: it seems chinese land can only be given to national governments instead of just regional ones, maybe add an option that goes "return xxx's territory, we will decide what to do with the rest later"?

This is WAD. Qing is the only tag of these that is recognised as an actual government of China - the League and Anqing are warlord domains, which aren't true countries in the HOI4 sense.
