When the British diplomat Sir John Bowring visited in 1855, he reported that only one Cambodian seaport remained, the estuarine town of Kampot, but that it carried on a ‘considerable trade’. Square-rigged vessels regularly sailed to the Straits Settlements with cargoes of rice, gamboge, pepper and dyewoods. They brought back cotton goods, hardware and, less happily, opium from British India. The French missionary Monsignor Pallegoix described Kampot as a flourishing little town of 3000 people, with never less than 60 junks in the harbour. (Tully, John A. ...The government had also sought to develop the country via a series of national plans, including a two-year plan in 1957– 58 and a five-year plan between 1960 and 1965, and had opened a bluewater port at Kompong Som (Sihanoukville) on the Gulf of Thailand in 1960. Shortly afterwards, the Scottish sea captain Alexander Hamilton published an account of two Cambodian seaports on the Gulf littoral.
