SOV - Bulk of Russin Navy respawns in land-locked Caspian Sea #21689

Quick questions OS: Windows 10, current HOI4 version: 1.12.7 Kaiserreich version: 0.23.3 List any other mods used: Colored Buttons, State Transfer Tool Were you using Steam? Y Were you in multiplayer? N Which expansions do you NOT have? None

Explanation of the issue: Having won the civil war, the re-assigned Russian Navy (in this case all but two ships), spawns in the Caspian Sea, making it as useless as if I just deleted it. I did not test to see if this is what happens to Russia at the start of the war. This seems like it should be a duplicate issue, I just couldn't find it in the pile.

Steps to reproduce:

  1. Win Russian Civil War as the Reds.

Possible cause:

Maybe in the code, the navy is set to spawn closest to the Russian city of Yekaterinburg, the previous capital of Russia.

The Caspian has been converted back into a lake to avoid this.
