Explanation of the issue:
When an American tag annexes Canada and gets the Fate of Canada annexation mission, the event has special options about American Manifest Destiny that let America annex Canada.
However, those options don't give America claims on Canada, it's just occupied forever.
It seems that all American tags (USA, CSA, etc.) have the same issue. The only one that gets claims on Canada is PatAut/NatPop AUS, that can get claims on Canada and Mexico via focus (without any penalty to stability!).
Another issue is that the political power, stability and war support penalty is the same whether you choose to annex all of Canada, including Quebec, or you release Quebec as a puppet. The penalty for annexing less land should be lower, specially considering the Anglo-French tensions the Canada tag must have had in Quebec before it was annexed.
Steps to reproduce:
Play as an American tag.
Annex Canada.
Open the Fate of Canada annexation event.
The options to annex Canada don't give claims are have the same penalty you annex Quebec or not.
Possible cause:
The option is not coded to give American tags claims on Canada and the penalty values for annexation are set to be the same.
