SIA, CAM, VIN - Occupying Lower Cambodia doesn't give claims

Explanation of the issue: Choosing to occupy Lower Cambodia as SIA or CAM in event annex.3023 doesn't give claims, qualifying those states for the decision to return Vietnamese territory

Steps to reproduce:

1. Start as either SIA or a non-SIA, non-GEA country

• If SIA

2. Type "annex GEA" in console
3. Choose to integrate LAO/CAM
4. Choose to annex Lower Cambodia

• If not SIA (tried with HND and JAP)
  2. Type "annex SIA" and "annex GEA" in console
  3. Choose to separate Indochines countries
  4. Release VIN, CAM, LAO
  5. Distribute contested land
  6. Set CAM free with console or STT
  7. Input "tag CAM" to console
  8. As CAM, type "annex VIN"
  9. Decision failed to trigger for me, so I had to trigger annex.3023 manually
  10. Choose to annex Lower Cambodia
