SIA - Name Typo #21980

Explanation of the issue: SIA_phrayaphahonplan:0 "Phahonpolpayuhasena's Plan" SIA_phrayaphahonplan_desc:0 "The [SIA.GetName] will adopt the proposals of Phraya Phahonpolpayuhasena (Phot Phahonyothin). Studies at the Hauptkadettenanstalt during his younger years and experience of the German General Staff's work during the Weltkrieg have convinced him that proper planning is the key to victory."

Phraya_Phaholpholphayuhasena_dead:0 "Phraya Phahonpolpayuhasena is Unavailable.\n"

I think Phahonpolpayuhasena should be fixed to Phahonphonphayuhasena.

Due to Wikipedia(https://en.wikipedia.org/wiki/Phraya_Phahonphonphayuhasena), and KR Character name(SIA_phot_phahonyothin_royal: "Phraya Phahonphonpayuhasena)"

Thai transliteration here usually depends on the speaker's level of RTGS-system adherance (which can be weird in certain historical cases where names/places are spelt the way they are in Pali-Sanskrit instead of how they read i.e. Suvarnabhumi vs Suwannaphum) - but we're doing that for the ministers so may as well go all the way with it.
