Explanation of the issue:
As Panama, I went to war with Costa Rica over the Coto Crisis. They were guaranteed by Germany, so I ended up at war with the Reichspakt. I quickly got the peace event with Costa Rica; however, that only white-peaced Costa Rica, not the Reichspakt, so I'm now stuck at war with them.
Steps to reproduce:
As Panama, go to war with Costa Rica over Coto after seizing the canal.
Kill Costa Rica and get the peace event.
Be at war forever with the Reichspakt.
Possible cause:
I don't know if the peace event was intended to peace out Costa Rica's faction as well, or if there was supposed to be a timed white peace like with Canada, but presumably it's not intended for Panama to be stuck at war like this.
