Were you in multiplayer? No
Which expansions do you NOT have? I have all relevant DLCs
I actually didn't notice that until much later in my playthrough, so I had reset the game multiple times since, sorry.
Explanation of the issue:
As RadSoc SER with ROM fighting against Status Quo AUS, I got the event ausgleich.new.801 which gives a scripted peace in favour of the BP, or, if they refuse, have AUS join the Reichspakt.
However, after refusing, two odd things happen:
In event ausgleich.new.823 , Romania says it leaves the BP for peace with Austria. While ROM did leave the faction, they did not get peaced out with AUS and its puppets while keeping the land, instead they were kept in the war, factionless.
Austria Joined the Reichspakt, but kept the has_scripted_peace idea, which meant they had 100% surrender limit.
Steps to reproduce:
As SER against Status Quo Austria, and with ROM in BP, get event ausgleich.new.801 by capturing enough of the Crownland's capitals.
