Explanation of the issue:
Cairo Pact members refuse to fight in allied territory. As I was playing as Egypt initially, this was somewhat noticeable during the desert war when my allies in Jabal Shamar, Yemen, and Cyrenica would not fight outside of their borders. Nonetheless because my army and industry were the largest, I was eventually able to win the war even with Iran peacing out with the Ottomans very early on. It only became a serious problem after I swapped to Syria and a war began with Iran over Iraq. What followed was Iran easily conquering Iraq and most of Syria and Arabia, as I tried in vain to defend my country with the 2-4 divisions I was able to get out. All the while the massive egyptian army lays dormant in their core territory, content with letting all of its allies die while it defends its borders. Even when the war finally reached Egypt's borders, the best they would do is push 1-2 tiles into Syria, then realize they need to go back to defending their homeland.
UPDATE: The issue seemingly fixed itself roughly a year and a half later. Why? I have no idea.

Steps to reproduce:
Win the desert war as Egypt, without Iran in your faction. Support Iraq and swap to Syria.
Iran will eventually go to war with Iraq, watch in horror as your allies leave you to die.
Possible cause:
Cairo pact members hard coded to only fight in the territory they own. This may be appropriate during the desert war, as your allies protecting themselves from capitulation is very important, but fails if you are one of those smaller allies and Egypt refuses to help you.
