Explanation of the issue: Russia doesn't put enough troops in Central Asia despite having available troops

Steps to reproduce:

1. Play as any Central Asian country

2. Russia declares war on you

3. Russia won't put enough troops in your front

Possible cause: Russian AI being broken and therefore not allocating enough troops to the Central Asian front
