RUS, UKR, WHR - Suggestion for state categories to match historical urbanization #22848

Explain the reasoning behind this actionable change: The current state categories in Ukraine, Belarus and Russia is mostly based of vanilla state categories, which is far from historically correct

I don't think these are all great; the categories are mainly for building slots. Especially for the Siberian ones, it's to be revealed if Siberia was heavily developed after 1wk like that in Soviet Union otl; KR lore will center around German investment, which may create a different scenario.

You do have a point there, considering that German investors are more likely to invest in Western oblasts than Siberian ones. What do you think about the suggestion for rural areas?

I think the rural ones look great.

The Russian rework should allow upgrading rural state categories (like credit grants in Serbia or Chinese land reform) and upgrade urban states (possibly in Savinkov industrialization) to represent the developments that happen during the gameplay timespan,
