Qing - Unable to use division designer #23020

OS: HOI4 version: Avalanche v1.12.14.50e7 Kaiserreich version: 0.26 List any other mods used: Were you using Steam? Yes Were you in multiplayer? no Which expansions do you NOT have? By Blood Alone

Explanation of the issue: Trying to use the division designer, for example just making a small militia force to keep army xp use lowered, results in the unchangeable Zhilli Infantry Brigade locked in, you cannot change to the edit tab where create empty is, Its not the biggest deal as you can create empty through editing an editable template but it is confusing and annoying that the division designer big button isn't working.

Possible cause: It could be that since Zhilli Infantry Brigade is at the top of the division list, it is selected as part of the division designer, which then makes it view rather than edit

The Zhilli Infantry Brigade cannot be unlocked/deleted until you either take a focus in the military tree or the Manchu take over. Can you confirm that you haven't taken the relevant focus.

Yes I booted up a fresh game just to make sure, it remains locked
