Xinjiang - decision to offer an alliance to Xinjiang can be taken while the Xinjiang civil war is still ongoing #23070

Explanation of the issue: In my current Federalist Liangguang game I was able to offer the Xinjiang Clique (under Sheng Shicai) while they were still fighting East Turkestan and the Kumul Khanate.

Steps to reproduce:

  1. Set the Southern warlords, Shanxi and the Ma Clique to pick Federalist-aligned leaders as well as Xinjiang to pick Sheng Shicai

  2. Start a game as Liangguang and become the Federalists.

  3. Puppet everyone between Liangguang and Xinjiang. Make sure to have done the Federalist conference tree at the bottom up to and including the last focus before the three wargoal ones.

  4. Check the decision to ally Xinjiang after gaining a border with them via your other subjects.

Possible cause: I assume the decision to ally Xinjiang doesn't check if their civil war is actually over. Compare to the decisions to ally/subjugate the Ma Clique which speicifically check for their conflict with Tibet and Mongolia to have ended.
