Quick questions HOI4 version: 1.13.2 Kaiserreich version: .27.0

Describe the specific change you would like: Make the MIO's for Sichuan available much sooner

Explain the reasoning behind this actionable change: MIO's for Sichuan are currently locked behind several focuses that you would be getting very late because of the opium crisis. It's unbalanced for what should be a unification candidate
