Mexico starts off as a country boasting a rich roster of commanders for its size, made up of 1 field marshal and 9 generals. In the process of turning Conservative or Reactionary, they must:
Be reduced to a relatively paltry 5 generals at the lower end of the quality spectrum.
Have their Level 3 field marshal replaced with a Politically Connected Level 1 one.
Lose their two specialized theorists (Mobile Warfare and Grand Battleplan Experts), with a generic Land Doctrine Expert needing to fill in the blanks (which deprives the player from selecting him as a Respected War Hero while he's only available in the very same paths that retire the other theorists)
The military options for paths stemming from the reactionary coup offer nothing unique to the player and are objectively inferior to those of other paths. The loss of nearly half the general roster means players will find themselves needing to hire generic ones far earlier than they'd be in other paths. They are also left with a dearth of political advisors, making the necessity of hiring the Land Doctrine Expert who doubles as a political advisor all the more limiting.
Adding Pérez Treviño to the general roster after the coup would go a little way towards alleviating these issues. Making him a Superior Firepower Expert would also grant the post-coup paths a unique doctrinal direction (distinguishing it from the Socialists and Social Democrats' preference for Mobile Warfare and Grand Battleplan) and free up the Land Doctrine Expert to be used as a Respected War Hero instead.
Moreover, he's already mentioned to be the second main orchestrator of the reactionary coup, yet is never seen or heard of again after its execution:
Historically, Pérez Treviño's highest rank was Brigadier General (obtained in 1917), just two ranks below Division General in the Mexican Army. In Kaiserreich, he could get an emergency promotion into Division General during the coup (paralel to Garza's promotion to Field Marshal) to fill in the space emptied by defections of revolutionary generals. The justifications for his traits are as follow:

However, Mexico can still be a fun nation to play as, and I consider this addition an apt and relatively simple one that is able to bring the military capabilities of the AuthDem, PatAut and NatPop paths a little closer to the quality of the other ones.
