Quick questions HOI4 version: 1.13.5 Kaiserreich version: 0.27.4

Describe the specific change you would like: I would like Córas Iompair Éireann to be considered as a potential company that Ireland can choose as Industrial Concern in the form of Railroad Company. Perhaps it can only be available after completing a specific economic focus tree from one of Irelands economic focus trees.

Explain the reasoning behind this actionable change: CIE is Ireland's public transport company which I feel should be a company that should be given as a possible company to choose from.

We're looking into expanding these for the rework, but for the moment we're going to leave them unchanged until then. Thanks for the suggestion all the same.
