11 months ago AFAIK you can toggle exonym/endonym mapmode on the button in the top-right section of your screen where the achievement button exists for vanilla.
Regarding changing this as default though - I'll leave this to Eastern Europe Rework team's decision.
The current city names for Ukraine are the transliterations of Russian names into English. As the international community shifts away from using these towards Ukrainian ones (i.e. Kyiv instead of Kiev) it would only make sense for Kaiserreich to do as well, since Ukraine is independent and it makes little sense for russian names to be used internationally.
