Quick questions HOI4 version: 1.13.5 Kaiserreich version: 0.27.4

Describe the specific change you would like: I would like Cubana de Aviación to be considered as a potential company that Cuba can choose as Aircraft Designer.

Explain the reasoning behind this actionable change: This would give Cuba an additional company to chose from when picking for Aircraft Designer.

They had 7 planes and were a subsidiary of Pan-American. Not really aircraft designer material.
