Describe the specific change you would like: Have Puppet Japan start with Disarmed Nation conscription law.

Explain the reasoning behind this actionable change: Puppet Japan starts with the Disarmed Nation national spirit, which blocks it from training or disbanding units. However, it inherits the conscription laws it had pre-surrender, so a Disarmed Japan can still have e.g. All Adults Serve, giving it a large malus to factory output when it can't use the extra manpower it gets from said law.
