Explanation of the Issue

I don't know if it is intended but the following happened in my China game that intrigued me: Canada fell to the CSA and France took over the Entente, then the Raj died, South Africa left and both West Indies and Australasia revolted leaving just France, Rhodesia and Portugal, soon after that, France agreed to join Mitteleuropa with Germany in the conference, the Commune fell and Germany honored the deal, so France is in Mitteleuropa now and still the Head of the IEDC, but then the CSA collapsed to the Pacific States and France took some of Canada in the peace deal and the rest of the cores the Pacific States returned them to a French restored Canada which is now a member of Mitteleuropa as well, then Britain fell and France got all of it from the Germans so now the UK is back, as also a member of Mitteleuropa, and so the Entente only had the West Indies and Australasia to deal which they got and now they are both back in the Entente as members of Mitteleuropa. In summary, after a complete collapse of the Entente the remaining France joining Germany's Bloc allows for a scenario were the French restoring one of the British Empire factions makes them all member of Mitteleuropa.

Steps to reproduce

Make the Entente collapse except for the French, compromise with germany and fully rebound.

Possible Cause

No event for the British Factions to rejoin the IEDC in case they are restored to the Entente
